The root cause is identified as either the absence of an SDCC download or initiating the service session without this download. Resolution involves ensuring an SDCC download has occurred by either scheduling or manually initiating data collection through Transaction SDCC or SDCCN, then properly beginning the session as described for different versions of Solution Manager.
