Diagnosis
At item level, a start date is specified for each item. The start dateof the phase cannot be earlier than the start date of the item In thiscase, the phase start date is earlier than the item start date.

System Response
The system rejects the entry.

Procedure
Change the start date to meet the rule. If required, change the startdate at item level.
