Diagnosis
The system tries to creat a shipment cost item with item category &V4&.In the reference docuement (shipment &V2& shipment stage &V3&), nopartner exists for partner function &V1&, that is to be copied into theshipment cost item according to the settings in Customizing.

System Response
The shipment cost item is not created.

Procedure
Make the necessary entries in the reference document and create theitem again.
