You want to create wave picks in which exactly one wave is created foreach shipment, regardless of times and capacity restrictions. In thiscase, it makes no sense to move deliveries, since that would break upshipments.

Either create waves like the system proposes them or cancel the wavecreation process. Change the shipment and then create waves.
