Diagnosis
The division of the reference document is not the same as the divisionof the target document.

Procedure
If you want to add to an existing document by referring to anotherdocument, select a reference document with the same division as thetarget document.
If you want to create a new document by referring to a document, makesure that you are using the correct division and document number.
