Diagnosis
You want to create an individual change request that is based on UIconfiguration &V1&. (This UI configuration is either assigned to yourrole or user parameters, or to the change request type with which youwant to create the request.) However, the UI configuration containssubviews and therefore cannot be used.
Note
If you are creating the change request as the first step in processingan entity (Web Dynpro application USMD_ENTITY_VALUE2), for example whencreating a supplier, the UI configuration used can contain subviews. Therestriction described above applies only to direct creation ofindividual change requests with Web Dynpro applicationUSMD_CREQUEST_CREATE.

Procedure
Make sure that you use a UI configuration that does not containsubviews.
