Procedure
Only block tasks when they are in a "blockable" state.
For tasks that do not require manual interaction (data entry, manualposting) this encompasses the task statuses "Without Errors", "WithoutErrors, with Warnings", "Unblocked", and "Pending Completion ofPreceding Task".
Manual tasks are an exception because they can be blocked regardless ofthe current task status.
Furthermore, all preceding tasks must be blocked for a task itself canbe blocked. This applies to all tasks.
