Diagnosis
The budget billing plan contains a yearly advance payment (YAP).
As long as this YAP can still be cleared, any attempts to convert thebudget billing plan are rejected by report REEABP_EURO.

Procedure
Restart report REEABP_EURO after the payment period has expired.
