Diagnosis
You have attempted to read budget billing amount due dates which do notexist. When you created the schedule records, you entered 00 inthe BB cycle (budget billing cycle) field in the portion.
For this reason, no budget billing amount due dates were created forthis portion. The budget billing plan could therefore not be created.

Procedure
If you wish to create the budget billing plan with the existing data,you must create the missing budget billing amount due dates.
To do this, enter a value other than 00 in the BB cyclefield in the portion. Then create the corresponding schedule recordsagain.
