Diagnosis
You are trying to create an object of the mentioned object type in theAdministration Console or by calling the corresponding function moduledirectly. Your records cannot be accepted, because you are notauthorized to create these objects are the system configuration doesnot allow it.

Procedure
Check first if you are working on a development or test system. Onproductive systems it is not allowed to create customizing objects(replication objects, publications or interlinkages) using the functionmodules of the Administration Console. Therefore use your developmentor test system to create the object and release the generated transportto your productive system.
If you are on a system allowing customizing your user has not thenecessary authorizations to create an object of the mentioned type. Toshow the checked authorization objects use transaction SU53 (alsoavailable in the menu System -> Utilities -> Display AuthorizationCheck).
