Diagnosis
The program cannot find texts for the Administration Console. If textsare not available in the logon language, the texts in the defaultlanguage (English) are displayed. If these texts are not availlableeither, the current error occurs.

Procedure
Import the table entries of SMOEACTEXT from the SAP delivery.
