Diagnosis
There is an internal inconsistency between the XML settings of the siteand the requirements due to server settings. In the Site Attributesscreen you see the server settings but these do not correspond to theactual behaviour of the site.

Procedure
Run the report SMOE_UNICODE_SWITCH_SITES_XML. This updates the settingsfor all sites.
