The user has not yet been activated or has been locally deactivated inthe Users screen.

Procedure
If you deliberately deactivated the user, no further action isrequired. Otherwise you can activate the user in the Usersscreen. Users that have been reassigned to a role are alwaysdeactivated and therefore have to be activated manually.
