Diagnosis
If the "Multiple Material Assignment" flag is set in an active materialhierarchy, you cannot create node assignments as categories because noshop assignment exists for the node in question.

Procedure
Maintain a shop assignment for the category in a planned materialhierarchy and then copy the category to the activated materialhierarchy.
