Diagnosis
This monitoring tree element (MTE) shows the average utilization of allof the CPUs in the host system. The utilization includes both user andsystem usage of the CPU; it therefore provides a correct view of theintensity of usage of the CPU and the amount of reserve computingcapacity.
The statistics that you see here may differ slightly from those in theanalysis method for this MTE. This is because of differences in thesampling rate and sample size between the collection method and theanalysis method. The displayed CPU utilization does not, however,differ significantly from that reported by the analysis tool.

Procedure
A persistently high CPU utilization suggests that the computing capacityof the CPU(s) are limiting the performance of the system as a whole.
Many factors can contribute to overly high CPU utilization; an analysisis therefore necessary. If the problem is simply that there are too manyprocesses active on the host system, then possible corrective measuresinclude moving CPU-intensive program runs to off-peak times or to otherhost systems, dedicating the host system to database use, if it is thedatabase server, and increasing the number of or upgrading the CPU(s).
Low CPU utilization in conjunction with poor SAP system performanceindicates that there is another bottleneck in the system that is causingthe CPU to wait for long periods.
