SAP Message RSPLS103 - Aggregation level &1 is locked by the Change and Transport Organizer

Diagnosis The attempt to edit aggregation level &V1& failed because aggregationlevel &V1& is currently locked by the transport. System Response The aggregation level has not been changed. Procedure Check which action has locked aggregation level &V1&. You can editaggregation level &V1& further when this action is finished.
