Diagnosis
This message generally indicates that the user executing the migrationis not authorized to assign profiles to the user specified in themessage or that this user cannot be changed for other reasons (usingcentral user administration (CUA), for example).

Procedure
Ensure that you are assigned sufficient authorization for user and rolemaintenance and that the system settings do not prevent changes frombeing made to users.
