Diagnosis
The master data cannot be activated directly since attributes of thecharacteristic &V1& are used in aggregates.

Procedure
Start the hierarchy / attribute change run via
Admin. Workbench->Tools->Hierarchy/Attribute Changes, toactivate the master data. This means that the aggregates are alsoadjusted.
