Diagnosis
This scanner looks for programs, which are Unicode-enabled but includefiles, which are not Unicode-enabled themselves. But here we see asyntax error, though the Unicode flag is off.

Please have a look at marked programs or include files.
Look at the protocol of the scanner and use transaction UCCHECK orSE38 to see the cause of the problem.
Until the program the program is corrected, it will not work. As thescanner does not know, wether this is an important program or a lessimportant program, the impact on the system is not known.
