Diagnosis
The source scanners like the source scanner for user exits have an ownknowledge base, which contains some information about how sourcesshould be.
In this case the embeded knowledge base classified a source as "
empty". This means that it contains only introducing statementslike FUNCTION .. ENDFUNCTION, FORM .. ENDFORM and INCLUDE. And thisholds not only for the main source, but recursively for all includedsources too.

Procedure
If a source is empty, it does not make a big difference, wether itsUnicode-flag is on or off.
