Diagnosis
It was not possible to determine the ICI county rate from the parameters(1) "Valid From"-Year, (2) City and (3) category ID. When it is notpossible to determine the corresponding rate for a specified categoryID, it is tried to determine the ICI rate with an initial category ID(only under consideration of the year and the city).
