Diagnosis
The apportionment rule of settlement unit &v1& specifies that it shouldbe distributed using meters. This apportionment requires ameasurement type for which the Consumption indicator is set inCustomizing.

System Response
The system cannot determine the reference factor.

Procedure
Change the distribution or the measurement type for distribution in theapportionment rule of the settlement unit.
If all entries of the settlement unit are correct then set theConsumption indicator in theMeasurement Types IMG activity.
