Diagnosis
The error is probably due to an incorrect Customizing setting inAccounts Allowed for Individual ServiceCharge Keys.

Procedure
To uniquely assign a cost account to a settlement unit, setup a new cost account and use a new account property to assign thisaccount to the service charge key.
