When measurements were assigned to statistical key figures, astatistical key figure was used that is not of the type fixedvalue.

System Response
It is only possible to transfer measurements to statistical key figuresfor fixed values. Totals values are not supported.

Procedure
Change the definition of the statistical key figure or assign anotherone.
