Diagnosis
You want to set or delete the "blocked" indicator for selected items.
The action was not successful for all the items selected because someof them are already flagged as complete.

Procedure
There is no need to block completed items because they cannot bereduced further anyway. Removing the blocking indicator only makessense if you also undo the completion indicator.
