A dynamic modification rule without inspection stages can be saved onlywhen the blocking indicator is set.
A dynamic modification rule can be used in an inspection plan only whenthe blocking indicator is NOT set.

Procedure
If you want to completely maintain the dynamic modification rule, youmust first remove the blocking indicator.
