Diagnosis
When working with the Transport Organizer, you could not access certainoperating system files to change them.
To avoid competing file accesses, semaphore files are createdbeforehand, which can be deleted again once the file change being madehas been completed.
You are not authorized to delete such semaphore files. To avoidinconsistencies and deadlocks, both the creation of semaphore files andthe actual file access required are not allowed.

Procedure
The file access authorizations are assigned with the authorizationobject S_DATASET.
If you want to work with the Transport Organizer, obtain theauthorizations normally delivered with this object.
