Diagnosis
When working with the Transport Organizer, you tried to access certainoperating system files to change them.
To avoid competing file accesses, semaphore files are createdbeforehand which are deleted again when the respective file change hasbeen completed.
You are not authorized to delete such semaphore files. To avoidinconsistencies and deadlocks, creation of semaphore files as well asthe actual file access required is forbidden in this case.

The file access authorizations are assigned via the authorizationobject S_DATASET.
First obtain the authorizations provided for this object if you want towork with the Transport Organizer.
