Diagnosis
An EPS transmission is already running.

Procedure
Wait for the transmission to finish.
A system crash can result in an EPS client being terminated, withoutthe "lock" file being deleted. You must then delete the file yourself:
Edit -> EPS Directory -> Logs
Select the line eps.lock and press F14 (delete). You can thenrestart EPS.
