Diagnosis
The lowest proficiency must be 0 or 1, the others must benumbered sequentially (with no gaps in between).
Note
In the Qualifications/Requirements component, you cannot use theproficiency 0 to rate qualifications or requirements.
You can, however use the proficiency 0 in the Appraisalscomponent (it should be used to mean "does not exist").
