Diagnosis
You can use report RCC00603 to convert a change master record to achange package.
This is only possible if the valid-from date of the change master recordis the same as the valid-from date of the leading change master record.

Procedure
Check the valid-from date of the leading change master record, and enterthis date as the valid-from date of the change master record.
