Diagnosis
You want to release a leading change master record by using the releasekey for production or a global release key.

System Response
The system checks whether at least one allocated change package has bentechnically released (Technical release indicator).

Procedure
Since no package has been technically released, you cannot release thechange leader for production yet.
Check the change packages and release one, if necessary.
To do this, choose Edit -> Technical release.
