You want to release a change leader.

System Response
The system checks the system status of the allocated change packages(ECO). A change leader cannot be released until you have set theECO released system status for the allocated packages.

Procedure
Check whether you can release the change packages. You cannot releasethe leading change master record (change leader) until you havereleased all the packages belonging to it.
Exception: If you have set the Late packagesallowed indicator under control datain Customizing, you receive a warning message. Before you release thechange leader, you should check the packages that have not yet beenreleased.
