Diagnosis
You selected a valid-from date that is in the future. It is not smallerthan or the same as today's date. The initial filling of substancevolume tracking does not support this.

Procedure
Select either the current date or a date that lies before today's dateas the valid-from date. Then perform the initial filling again.
