Diagnosis
Report &V1& &V2& cannot be released as it does not have status "Inwork".

Procedure
Change the status of the template to "In work".
To do so, edit the document in Microsoft Word and check it.
If the document is correct, the status of the template is automaticallychanged to "In work" when you save it.
