Diagnosis
You attempted to create a new specification or to change theauthorization group of an existing specification (when you change theauthorization group, you actually delete the specification from the oldgroup and create it in a new one).
However, you are not authorized to create specifications in thespecified authorization group.

The system is unable to create the specification.

Choose an authorization group in which you can create specifications,or cancel the dialog.
