V1 users were not classified (in production clients).

System Response
The system follows the rules below (in order) when measuring:
For manually classified users, their classification is used
For users that get their authorizations exclusively from a referenceuser (no roles, no profiles) and for whom the assigned reference useris classified, the classification of the reference user is inherited.
For the other users, the system differentiates between users inproduction clients and users in non-production clients. Theproduction status of the client is decisive in making this assignment.Users in production clients are counted as &V2 (in accordance withthe active price list). The user type TEST is used for users innon-production clients.

Procedure
Use the system measurement transaction to search for the unclassifiedusers (Transaction USMM, choose User list) and then classifythem.
When you create new users using the user maintenance transaction(SU01), you can enter the measurement-relevant data immediately (choosethe "License Data" button or tab page).
You can classify reference users in the system measurement transaction(USMM) by choosing "Goto -> Reference User Classification"
