Diagnosis
At least one of the newly created alias names already exists in the newpackage.

System Response
When a concept is moved to a new package, a new alias is generated
in which the new package is prepended instead of the old package.

Procedure
Change the generated alias to an alias that does not yet exist in thepackage,
or delete the alias name if it is no longer needed.
