Diagnosis
It is not possible to use cover eligibility and commitment typefunctions at the same time. As a cover eligibility profile is alreadyassigned to FM area &V1& in fiscal year &V2&, you cannot assign acommitment type profile to FM area &V1& for fiscal year &V2&.

Procedure
If you want to use the commitment types function, you must delete thecover eligibility profile assignment in fiscal year &V2&.
