Diagnosis
Availability control in fund &V1& runs against overall values, althoughonly annual values have been maintained.

Procedure
Change the availability control settings in the budget profile so thatannual values are checked. Then reconstruct the assigne values for allthe funds that use this budget profile.
Remember that all previous years are affected by the change too.
