Diagnosis
The availability control of the project is not active. It is defined inbudget profile of the project that the availability control should beactivated for budgeting.
However, as you have only entered the budgeting transaction via asubhierarchy, this function does not take effect.

Procedure
If the activation of the availability control is required, call thebudgeting transaction for the complete project hierarchy or execute theactivation of the availability control after budgeting separately(transaction CJBN).
