You can call all three programs from the SAP menu, by choosing Accounting -> Financial Accounting -> Funds Management -> Master Data-> Additional Functions German Government -> Budget Structure ->Generate Budget Objects followed by:
-> Budget or
-> Collective Expenditure or
-> Net Voting
