Diagnosis
One or more measures for budgeting can only have budget distributed tothem via a capital-investment program. This is the case if:

• the measure is attached to a capital-investment program position for
which the "Budget distribution" indicator is set

• this assignment has not been carried out, but a capital investment
program type has been entered in the relevant budget profile, making itcompulsory
If assignments to capital-investment program positions already exist,you can determine what they are by choosing Extras --> CapInvprogram.
