You use agent determination via router in the workflow. However, norouter is defined as responsible for workflow routing. ,,

System Response
If you do not choose a router, agent determination at runtime cannot becarried out.

Procedure
Go to transaction SAP Routing Server Administrationand specify a server for the workflow routing by setting thecorresponding indicator on the server maintenance screen. You can onlyset one server.
