Diagnosis
Module DDIF_TABLE_ACTIVATE has supplied a value greater than 4 in theRC parameter. This means that structure & cannot be activated.

Procedure
Go to the Dictionary and look at the log for the structure (transactionSE12 - Structure & - Tools - Activation log).
