Diagnosis
The maintenance year of manual insurable value &v1& is the same as orbefore the last closed fiscal year (&v2&).
You can only change the manual insurable value and the "manual update"indicator in fiscal years that are still open. You cannot set themaintenance year to a closed fiscal year.

Procedure
Undo the change to the manual insurable value and the "manual update"indicator. Or set the maintenance year to a fiscal year that is stillopen.
