Diagnosis
You are reassigning measures (or appropriation requests), but donot want automatic transfer of the budget from the sending tothe receiving investment program position (The Tranfer budget
indicator is not set).
The indicator for budget distribution of annual values is set on thereceiving program position. However, the annual budget &V3& of thereassigned measures (or the annual budget &V3& of the measuresbelonging to the reassigned appropriation request) exceeds the total ofthe distributable annual budget &V3& on the receiving program positionby an amount of &V1& &V2&.
If you make the reassignment in an update run, you will initially havean inconsistent annual budget &V3&. Therefore, budget distribution fromthe receiving program position to its subordinate measures (or from themeasures that belong to the subordinate appropriation requests) is notpossible until the annual budget &V3& of the receiving program positionis increased by at least &V1& &V2&.

System Response
The system issues a warning.

Procedure
When you reassign, you can set the Transfer budget indicator.As a result the annual budget of the receiving program position isautomatically increased to ensure consistency.
If you do not want to set this indicator, you should manually adjustthe annual budget &V3& of the receiving program position. Increase theannual budget &V3& by at least &V1& &V2&.
