Diagnosis
You want to change the assignment of a measure (or of an appropriationrequest) to a program position. However, the program position specifiesthat the measure (or the measures assigned to the appropriationrequest) receives its budget by means of budget distribution from thisprogram position, and a budget has already been distributed to themeasure (to the measures assigned to the appropriation request). It istherefore no longer possible to change the assignment.

First return the budget from the measure (from the measures that aresubordinate to the appropriation request) to the program position.
