Diagnosis
One of the following situations has occurred.

• You tried to assign an appropriation request to an investment program
position.
However, the system determined that a top WBS element exists that isassigned to the appropriation request, and a subordinate WBS element ofthis top element is itself assigned to a program position.
OR

• You tried to assign a top WBS element to an appropriation request that
is already assigned to an investment program position.
However, the system determined that a WBS element that is subordinateto this top WBS element in the hierarchy is already assigned to aninvestment program position.
This lower-level WBS element is &V1&.
Within a WBS sub-tree that is defined by a top WBS element, only one ofthe following is allowed:

• Either WBS elements are assigned directly to program positions.


• Or the top WBS element is assigned to an appropriation request,
and the appropriation request is then assigned to a program position.

System Response
The function is not carried out.

Note
If the appropriation request has "replaced by measure" status, then itis possible that the measures assigned to the appropriation requestinherited an existing assignment to an investment program when thestatus was set.
