Diagnosis
You specified for the reassignment of measures that the budget shouldbe adopted consistently from the sending program position to thereceiving program position. The results of this setting are:

• The overall/annual budgets of the sending program position are reduced
by the total of the overall/annual budgets of the measure beingreassigned.

• The overall/annual budgets of the receiving program position are
increased by the total of the overall/annual budgets of the measurebeing reassigned.
However, for at least one of the measures you are reassigning, thecumulative budget (that is, the total of the annual budgets) isactually less than the overall budget. As a result, the overall budgetof the sending program position is reduced by a greater amount than theannual budgets. This could later cause error
"Overall budget less than cumulative budget" (BQ154/BQ155)
in the budgeting functions of the investment programms.

Procedure
You have two options.


• You can make sure that the overall budget of the measure being
reassigned is completely exhausted by the annual budgets (that is, thetotal of the annual budgets equals the overall budget exactly).

• You can ignore the warning and initially accept the fact that there may
be an inconsistency in the budget in the budgeting functions of theinvestment program. If you choose this option, however, you shouldcarry out the "check" function in a budgeting function immediatelyafter you reassign the measure, if the system issues the error message
"Overall budget less than cumulative budget."
You have to then reduce the annual budgets of the program positionaccordingly (either by reducing the original budget or by entering areturn).
